The Army still uses some 11M3 and M4, but most of them will be scrapped soon. In Varna there are two 11G5 which are in regular service and are used for towing damaged buses/trolleys. Unfortunately, there are no Chavdars running on public transport lines.
Hopefully, there are some enthusiasts who saved one of the last exemplаrs in Bulgaria. For the moment there are saved two 11M3,one 11M4, 2 11G5 (one of them with unknown future), one Chavdar Rodina, one B1420, one 141 and two 130.
As far as I know they announce a tender on the webpage of the Ministry of National Defense and this way these buses can be saved. Of course, your bid must be better than the price offered by the scrap processing companies.
Do you have link for pages with tenders? I was trying to look on ministry of defence but I did not find anything related.
Sorry for my late response.
I didn`t find any tenders for buses as well. However you can check regularly on the webpage bellow. Maybe for the moment they haven`t any buses for sale. But the procedure is the same - firstly they try to sell the buses, and if there is no candidates, they give them to scrap processing companies.
