N 4015, N 4016 they only differ in the rows of seats, it´s definitely a low-floor bus. The N 409 is higher, see here:

I know that is a low-floor bus, but N4015 is on the chassis Scania low-entry http://open.phototrans.net/15,218573,9081.html . In my opinion, it`s N4016 with Magirus-Deutz engine.
Was installed for an engine can not be determined unfortunately. Since MAN and Mercedes-Benz initially refused to supply engines to Neoplan for the low-floor buses, I assume that the demonstration buses also received engines from Magirus-Deutz!
The rear left flap was at Deutz http://open.phototrans.net/14,186547,0,Neoplan_N4016_074.html
