Officially this one (and other vehicles from Unibuss) is NL273: https://fotobus.me/photo/1836993/ but it still has 206KW (280HP). Same confusing situation is with Unibuss` NG313 GL which are NG313 according to plate but in Norwegian documents have either 235 or 253 KW (not sure if that`s legit or just typo), which makes them kind of NG323 or NG343. What`s the approach for defining model in Phototrans?
Honestly - I don`t know. What do you suggest? Maybe we should stick to official types, no matter how accurate are they. Also some buses have replaced engines, gearbox etc. and they keep original name.
I`d suggest to stick to official types, if such are known (like with Unibuss case). Similar case would be Ikarus-280 shortening. If you shorten 280.33 (classic soviet modification), it does not make it 260.33, though it may be just 260, if that was officially changed in vehicle registry.
I don`t know how many such cases of mismatch exist but for sure I`ve heard that there may have been custom assembly for Unibuss vehicles, hence - such difference.
There is one thing which makes me doubt - one of NL222, as far as I remember this one http://phototrans.pl/15,21333,224.html, had a plate with a type NL232. It looked rather like a mistake.

Regarding your case with NL222/232 - NL232 existed but not necessarily that was written on a plate (see https://fotobus.me/photo/937274/, for this one it didn`t even feel that there are 230+ HP - rather under 200 )
Maybe some strange rounding rules, like "163HP which translates into something like 221 metric HP which is more than 220, so NL232"
